Job Description and Duties

Under the administrative direction of the Deputy Chief, Apprenticeship Expansion of the Division of Apprenticeship Standards (DAS), the Assistant Chief, Apprenticeship Operations provides executive leadership and direction related to apprenticeship operations and also to CA Apprenticeship Council (CAC) associated apprenticeship programs, which includes programs in the building and fire trades occupations. The incumbent acts as the key advisor to the Chief for policy decisions related to CAC apprenticeship programs and leads any CAC related rule making processes, and the operational implementation of any policy or rules changes. The incumbent leads the work of the CAC and serves as the DAS Staff Liaison to the CAC, managing all communications with CAC Commissioners and ensuring proper meeting preparations. The incumbent also directs DAS operations including office administration, budgeting, complaints process management, program evaluations, data and information technology systems for apprenticeship and division operations. The incumbent advises on all funding related to building and fire trades programs, including but not limited to the CAC Training Funds and the Equal Representation in Construction Apprenticeships Grants. The incumbent provides thought leadership and direction related to expanding access to high quality and equitable apprenticeship in the building and fire trades, including representing DAS in forums to increase the representation of women in the building trades. Telework Information: This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with the DIR Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Describe your experience, including the number of years, collaborating with diverse internal and/or external advisory and policy making groups, who may have divergent perspectives, on complex policy or regulatory issues, including navigating politically sensitve or controversial matters. Please provide an example(s) of your experience.

3. Describe your leadership experience, including the number of years, administering public funding or grant programs, developing budget proposals or managing budgets. Provide examples on how you created relevant benchmarks, performance measurements, and milestones to support sustainable outcomes.

4. Describe your experience, including the number of years, using specific examples, of implementing a new software, or IT System rollout, or data analysis project that informed a significant organizational decision. What tools or systems did you utilize? What stakeholders did you engage in the process? What strategies did you use to keep the project on target.

5. Describe your direct managerial experience, including the number of years. Provide specific examples of your experience developing a strategic workplan with timelines, and how you supported your staff and the organization to meet milestones.
